Jefferson County Commissioner Sheila Tyson, along with Lipscomb's Mayor and City Council, cut the ribbon opening a new storm shelter/community center for the City of Lipscomb. The shelter is named after Dr. Autherine Lucy Foster, the first African American to be enrolled at the University of Alabama in 1956. The new facility will also provide Lipscomb with a community center for various activities. The new shelter/community center is located on 11th street and can hold approximately 125 people.
